Leila is NRGI’s Capacity Development Officer, whose responsibilities include managing NRGI’s flagship global courses, including the Executive Course on Oil, Gas and Mining Governance, in partnership with Blavatnik School of Government in Oxford. Leila also works with NRGI’s global regional knowledge hubs.
Leila is a development practitioner who has been working in the international aid and development sector for a decade. Prior to joining NRGI, she worked on both humanitarian response and disaster preparedness programmes in Asia and the Caribbean and on development programmes across a global portfolio, partnering with locally-based NGOs and CSOs to work on, variously, gender, HIV/AIDs, land rights, livelihoods, governance, extractives and conflict transformation. She has also worked in the elections sector, spent some time based in Asia, Moscow, and Romania and worked on educational programmes with refugee groups in the UK. Leila read English literature, linguistics, Russian and development studies at universities in London.
Lengga works as part of the Human Ecology team in the Research Center for Population at the Indonesian Institute of Sciences (LIPI). For three consecutive years (2015-2017), she actively involved in natural resources governance research. This year, her team is conducting a research that is focused on tin mining and its impact to community and environment in Belitung. She has an exposure to some crucial issues such as gender and development and food security through several short courses abroad. She holds a bachelor degree in International Law and a master of science majoring in natural resource management.
Leticia serves as the Head of Department in the Ministry of Finance and Public Debt of Mexico. She is currently responsible in the systematization of the information, advocacy and public policy analysis for the design and functionality of Mexico's EITI Portal. She is also developing databases that will fulfill EITI and Open Data Standards. She holds bachelor degree of International Relations.
Lora is a junior consultant at the Ministry of National Development Planning, Indonesia. She has been working for more than 7 years in this organization. Her main responsibility is to assist the public officials at the ministry to perform their duties. She has an interest in the governance of extractive industries particularly in the area of finance and budget coordination and the regulatory simplification at the government annual workplan in 2017. She is also involves in the preparation of the regulatory framework for government workplan 2018 and cost-benefit analysis (CBA) for regulatory reforms. Lora holds a bachelor degree in international law.
Lucila C. Gabriel is a Supervising Legislative Staff Officer in the Committee on Natural Resources in the House of Representatives. She obtained her undergraduate degree in Journalism from the University of the Philippines in 2002. Prior to her current position, Ms. Gabriel served as legislative staff officer in Congress and as Corporate Communications Officer in the National Power Corporation. As part of the permanent Secretariat staff, Ms. Gabriel is responsible for conducting in-depth research in order to effectively provide technical assistance to lawmakers in enacting legislative proposals. In 2015, Ms. Gabriel obtained her Master’s degree in International Studies from Kobe University in Kobe City, Japan. The focus of her research then was on migration, gender, and NGO-government relationships.
Luis has professional experience in the Telecommunications sectors, Energy, Mining, Environmental Law and Labor Law, working as Legal Manager of Cemex Dominicana (Cement Industry). He now works for Pueblo Viejo Dominicana Corporation (Barrick Gold) as Manager of Government Relations and is currently the Vice President of the Mining and Petroleum Chamber of the Dominican Republic (CAMIPE) 2014/2016. Mr. Diaz is part of the Steering Committee for the Dominican Republic´s adhesion to the Extractive Industry Transparency Initiative (EITI).
Luis has a Law degree from the Universidad Nacional Pedro Henríquez Ureña (UNPHU), and a postgraduate degree in International Trade Law from the Universidad Acción Pro Educación y Cultura (UNAPEC). In addition, he received a Diploma in Extractive Industries, Surveillance and Sustainable Development from the Pontificia Universidad Católica del Perú (PUCP).
Ya’kub is PhD (Candidate) in Anglia Ruskin University, United Kingdom in the major study of International Law of Resource Nationalism. He is a lecture in International Law at Faculty of Law Syiah Kuala University-Aceh. He has been working on humanitarian issues post tsunami 2004 in Aceh, then teaching international law and conducting research on natural resources governance in relation to laws and policies in Indonesia for the last four years. He is enthusiast in the recent development issues on sharing power between central and Aceh Government in upstream oil and gas (Badan Pengelola Migas Aceh/BPMA) under UUPA 11/2006; thereby this issue encouraged him to found the research center of natural resources in Syiah Kuala University.
Marco Zaplan serves as a communications and research analyst of Bantay Kita, Publish What You Pay (PWYP) Philippines. He actively involves in advocacy include fiscal reforms in the mining industry and institutionalization of EITI in the country. His research interests lie in fiscal policy issues, indigenous people’s rights, and nonmetallic mining. He holds degree in Economics from the University of the Philippines School of Economics.
Ms. Tabada is currently Associate Professor and Director of the Institute for Strategic Research for Development Studies of the Visayas State University, Baybay City, Leyte, Philippines. She teaches graduate courses in development sociology – social movements and population. She heads the VSU team doing research and extension projects on gender and development and building capabilities of local governments and CSOs for improved local governance and transparency and accountability in the extractive sector. She is also one of the CSO representatives in the PHEITI
Multistakeholder Group and is a member of the Board of Bantay KitaPWYP Philippines and Alyansa Tigil Mina (ATM). She has a masters degree in Sociology from the University of San Carlos, Cebu City and a bachelors degree in Psychology from the Ateneo de Manila University.
has worked with various national and international organizations including Insan Foundation Pakistan, RIGHT TO PLAY International, IRD-USAID and Sanayee Development Organization in various capacities primarily
in project implementation and project management positions. Ms. Kosha has a master’s degree in sociology from Peshawar – Pakistan. She joined Integrity Watch Afghanistan in November 2012.
Marvin serves as the Campus Director of the University of Antique-Caluya, Caluya, Antique, Philippines. He is on the process of finalizing his thesis prior to his candidate status as Master of Arts in Education at the University of Antque, Sibalom, Antique, Philippines. He was once a recipient of the Church of Sweden-Iglesia Filipina Independiente (CoS-IFI) International Youth Exchange Program in Stockholm, Sweden, which scholars undergo intensive training on youth initiative and leadership. He is active in organizing teacher’s training and an instrumental in bridging the academe to the community, which contributed much in the development of the university’s research and extension programs. Among his initiatives were Climate Change and Disaster Risk Reduction Projects in Caluya, Antique and numerous International Teacher’s Trainings. He had presented papers in the different international research conferences such as: 6th East Asia Regional Conference on Mathematics Education (EARCOME), Phuket, Thailand; 5th International Conference on Science and Mathematics Education (CoSMEd), Penang, Malaysia; 17th UNESCO Asia-Pacific Programme of Educational Innovation (APEID) International Conference, Bangkok, Thailand; and 14th and 15th International Conferences on Education Research (ICER), Seoul, South Korea.
Max Brett is a communications officer with the Natural Resource Governance Institute (NRGI). In over two years with NRGI, Max has co-led the organization’s social media efforts; edited, rewritten and shaped blogs, press releases and other written communications from NRGI; edited and guided reports through publication; contributed to the organization of outward-facing communications opportunities at global events; and supported staff extensively. Max has an investigative journalism background. Max has a bachelor of science in journalism with extensive studies in the theory and practice of visual art from Northwestern University.
Served for 4 years as Director and Vice President for Research, Development and Extention of the Romblon State Universit, now designated as Research Coordinator of the College of Business and Accountancy in RSU. She has worked in several Non-Government Organizations for the last 15 years advocating sustainable environment, Women Empowerment and Poverty Alleviation programs. She has conducted and published socio-economic researches and environmental issues. She is a lecturer in Values Formation and Transformative Leadership in the region, Climate Change Adaptation and Mitigation. An outstanding Volunteer partnering with government and nongovernment
agencies. Has served the Theresian's International Board for the last 4 years representing the Filipino Women in its Annual Conference and Board Meeting held in different member countries.
Mi Mi Tin Ngwe works at Design and Monitoring Directorate (DMD) that is responsible to design and monitor all aspects of at Internal Revenue Department (IRD)’s tax administration as well as concerning the services to make it easy for taxpayers. Prior to her role at DMD, she served as an Assistant Manager in Myanma Investment and Commercial Bank for five years. She holds Bachelor of Economic from Yangon University of Economics.
