The main framework of this study is enhancing the local economy based on the non-mining sectors. This study highlights policies in four sectors: tourism, palm oil, pepper plantation, and fisheries, which are potential to overcome tin mining dependency. In addition, this study considers the implications since those sectors have tendency to involve large-scale capital with national and international networks. The resource governance policy of oil old-well area in Wonocolo, Bojonegoro District has been limited to the formal aspects of the economic institution that is so-called good mining governance. Meanwhile, the socio-cultural aspects of the community living from traditional oil mining in generations have relatively not been accommodated. This policy brief aims to provide input for the Bojonegoro District Government in managing traditional oil mining in Wonocolo.

Despite the many ways of "benefit sharing" that local residents can benefit from the presence of extractive activities, Indonesia's natural resource revenue sharing system creates incentives for wasteful spending in resource-rich regencies. This harms Indonesia's economic growth and development. This policy brief has recommended special rules to allow natural resource-dependent regencies to save a portion of their oil, gas, or mineral revenue windfalls for future generations and smooth volatile public spending. This saving can be placed in sovereign wealth funds.

It is known that explotation plan in Tumpang Pitu, Banyuwangi District, East Java has been getting numerous complaints from various parties. On the one side, it is believed that planned gold mining will raise local economic development, but on the other side, there are negative externalities in terms of social-environmental damaged. The local people have to bear the risk and expense of nature and the ecological damage caused by exploration activities. 

This policy brief argued that local communities have the rational choice to build consideration on risks, and social cost that caused by extractive acitivities. Lessons Learned from Tanah Bumbu: Ensure Public Preference-Based in License Process

Mining is crucial sector for social and economic development in Tanah Bumbu District, South Kalimantan that contributes up to 45 percents to local economic activities. The extractive activities has boosted economic development as well as provided social environmental implications. This policy brief argued that local communities have the knowledge based on tradition and culture to protect the health and ecological balance. By opening the space for local people to voice their aspirations, local governments can improve public control to minimize the risk of destructive extractive activity.
