The main framework of this study is enhancing the local economy based on the non-mining sectors. This study highlights policies in four sectors: tourism, palm oil, pepper plantation, and fisheries, which are potential to overcome tin mining dependency. In addition, this study considers the implications since those sectors have tendency to involve large-scale capital with national and international networks.
