Our literature review shows that local knowledge is matters to translate literate knowledge general always having a gap with a real world situation. However, local knowledge is tacit and having certains obstacles to compete in contestation knowledge sphere, thereby the roles of intermediary institutions are needed to facilitate local communities having evidence based on their knowledge to negotiate with policy makers and mining corporations. It is known that explotation plan in Tumpang Pitu, Banyuwangi District, East Java has been getting numerous complaints from various parties. On the one side, it is believed that planned gold mining will raise local economic development, but on the other side, there are negative externalities in terms of social-environmental damaged. The local people have to bear the risk and expense of nature and the ecological damage caused by exploration activities. 

This policy brief argued that local communities have the rational choice to build consideration on risks, and social cost that caused by extractive acitivities. Lessons Learned from Tanah Bumbu: Ensure Public Preference-Based in License Process

Mining is crucial sector for social and economic development in Tanah Bumbu District, South Kalimantan that contributes up to 45 percents to local economic activities. The extractive activities has boosted economic development as well as provided social environmental implications. Some patterns showed that role of local communities in the process of decision to extract are marginalized. The mining had neglected the consent of local communities eventhough they have to bear the risk and expense of nature and the ecological damage caused by exploration activities.

However, there are some patterns that the role of local communities in the process of decision to extract are marginalized, thereby the mining had neglected the consent of local communities. Eventhough, the local people have to bear the risk and expense of nature and the ecological damage caused by exploration activities. 

This policy brief argued that local communities have the knowledge based on tradition and culture to protect the health and ecological balance. By opening the space for local people to voice their aspirations, local governments can improve public control to minimize the risk of destructive extractive activity.
